My outdoor electrical cord has developed a tight wavy section for the first 6 feet of the male end. Is this a sign of an internal problem with the cord? Is it still safe to use?

I have a photo but can't figure out how to post it.

That's the sign of a cheap cord. The spiraling has gotten out of sync because of poor quality.
